Position Summary

This position is responsible for managing the organization’s centralized payroll operations, processing payroll for OMC, LBM, SMC, MCS, MCU, MMF PG1 and PG2.This role ensures timely and accurate payroll processing, compliance with Federal and State laws and alignment with internal policies and union agreements.In addition, the MHS Payroll Manager will also assist with the maintenance related to the use of the Time and Attendance system and how the system directly relates to other systems (i.e. PeopleSoft Payroll/HR) throughout the MHS entities.The ideal candidate brings expertise in high-volume payroll environments, preferably in healthcare, and demonstrates a proactive approach to process improvement, system optimization, and team leadership

Principal Duties and Responsibilities:

  • Ensure the pay policies and processing procedures are being adhered to and the distribution of payroll reports, interfaces, wires and the retention of payroll information deadlines are met, and the legal requirements and hospital policies are adhered to.
  • Analyze, evaluate, develop, recommend, and implement approved changes in the payroll department processes to ensure efficient, effective operations.
  • Oversee end-to-end payroll processing for all employees, including biweekly and special payroll cycles, ensuring compliance with organizational policies and legal requirements.
  • Supervise and mentor a team of payroll specialists/technicians, providing training, performance feedback, and workload management.
  • Information and requests are received daily from all department heads and supervisors, human resources, outside agencies. Ensure Payroll responses are courteous, complete, accurate, and timely.
  • Coordinate with HR, Finance, Legal, and Benefits teams to ensure alignment and data integrity across systems. Collaborate with human resources and managers daily regarding pay, pay policies and payroll reports.
  • Lead payroll-related system upgrades, testing, and integrations (e.g., HRIS, Time & Attendance, ERP).This includes conducting and overseeing testing during payroll systems upgrades. Works directly with the Payroll Director to document the technical requirements as well as develop and recommend solutions for any potential process change affected by system changes. Co-manage and deploy time and attendance software changes and system change requests.
  • Identify and develop testing approach of time and attendance application, work cooperatively with the development teams to ensure all enhancements are fully tested.
  • Oversee and manages the security process, ensuring that user account creations, modifications, and deletions occur in a timely and appropriate manner.
  • Co-manages all MTM training material for managers and employees. Develop training modules as needed for new hire orientation and any other needs.
  • Management and build productive relationships with others, including the payroll staff. Develop and maintain strong staff engagement.

Placement in the pay range is based on multiple factors including, but not limited to, relevant years of experience and qualifications. Minimum Requirements

Qualifications:

  • Experience in a computerized payroll environment for at least five years including in-house processes
  • Minimum 2 years in a leadership, supervisory, or managerial role.
  • Experience managing payroll for large, multi-site organizations (preferably 2,000+ employees); healthcare industry strongly preferred.
  • Knowledge of major payroll/timekeeping systems.
  • Familiarity with unionized environments and collective bargaining agreements.
  • Knowledge of wage and hour law for payroll processing.
  • High energy levels and tolerance for tight deadlines and time pressures.
  • Ability to obtain an in-depth knowledge of the payroll systems, its functionalities and reporting.
  • Proven analytical, logical thinking, and critical thinking skills.
  • Certified Payroll Professional strongly preferred
  • Bachelor’s degree in business related areas.
