Position Summary

The Chief Operating Officer is responsible for providing strong, effective and inspired leadership for all operational areas of the hospital and shared services. The COO is an integral member of the senior leadership team that establishes the strategic goals and objectives on behalf of Long Beach Medical Center (THE LBC) and Miller Children’s & Women’s Hospital (MCWH) collectively referred to at the Long Beach Campus (LBC). The COO is responsible for ongoing planning, development, implementation and continuous improvement of the programs and services provided by the LBC and for ensuring that the operations are in compliance with all federal, state, funding, and city regulations, certifications, and licensing requirements. In addition, the COO will be responsible for creating a synergistic and collaborative culture with the staff, management team and medical staff. As a member of the senior executive management team, the COO participates in system-wide initiatives as requested.

Essential Functions and Responsibilities of the Job

  • Serves as key operations leader for the LBC.  Oversees all operational aspects of the inpatient and outpatient programs and services. Demonstrates integrity, strives for excellence in her/his work, and has experience of leading others to new levels of effectiveness and programmatic impact.
  • Ensures that shared services are delivered in cost effectively, efficiently, and with high quality.  Develops operational plans to ensure that the synergies between the two hospitals are maximized.
  • Leads the Campus’ Operations Council.  The Operations Council is responsible for decision-making that affect operations.  Ensures departments operate in fiscally sound manner with ongoing focus on maximizing efficiency and standardization.
  • Develops and leads a high performing team to the next level by further developing and implementing recruitment, training, and retention strategies.  Is a strong relationship builder and communicator with experience leading diverse work teams, developing an organization-wide strategy for program excellence, engaging community partners, and partnering with physicians and community members.
  • Ensure annual operational budgets are prepared and implemented within areas of responsibility, managed effectively within the budget, and reported accurately on progress made and challenges encountered.
  • Provides direction and guidance for the strategic plans, including market and financial data analysis, forecasting and participation in the development of the campus’ overall Strategic Plan.  Oversees development of targeted strategy and business development for the Centers of Excellence within the LBC (e.g. MHVI, Todd Cancer, Rehab Hospital, etc). Implements tracking and communication mechanisms for key initiatives and tactics. 
  • Attends and actively participates as a member of the executive team at the LBCMC Governing Board and its subcommittees (Strategy, Finance, and Medical Affairs). Creates partnerships, specific to the LBC with local healthcare providers, government-elected and non-elected officials and community service agencies.
  • Actively participates on the three Medical Executive Committees (Women’s, Children’s, and Memorial).  Actively participates with campus physician alignment team and with MemorialCare physician alignment team to develop a strong physician provider network within the market including the integration of physician practices into a Medical Foundation.
  • Participates in the development of strategies for the growth of Academic affiliations and research partnerships with UCI, UCLA and others.  Integrates academy affiliations and research initiatives, as applicable, into business development efforts in order to strengthen programs and enhance credibility.
  • Takes operational lead on local merger and acquisition and expansion initiatives, relative to the LBC; analyzes potential opportunities, creates strategic model of new or acquired entity, builds comprehensive business case (financial, market share, operational, strategic fit), and leads initial integration process for approved acquisitions/mergers.  

*Placement in the pay range is based on multiple factors including, but not limited to, relevant years of experience and qualifications. In addition to base pay, there may be additional compensation available for this role, including but not limited to, shift differentials, extra shift incentives, and bonus opportunities. Minimum Requirements

Qualifications/Work Experience:

·    Experience: 10+ years in progressive, senior leadership roles required.  Specific experience in senior level operations in a healthcare setting required, with experience in a tertiary care setting.  Strong communication, interpersonal, and presentation skills required.  Highly analytical, with extensive hospital operations experience and demonstrated ability to develop complex business models.  Demonstrated experience in project development and implementation required.

·     Knowledge: Requires understanding of the healthcare environment, economics, policy and finance.  Knowledge and experience with academic institutions with specific emphasis on medical professional education and clinical research is preferred.

Education/Licensure/Certification:

·        Education/Licensure: Bachelor’s Degree in healthcare, business, management is required; Advanced Degree preferred. Clinical degree/experience in a hospital setting preferred.
